What is this?
It's a thermometer, the sensor is place externally, Usually behind the front bumper to get it as low as possibly to the road surface to let you know what to expect for freeze conditions while driving. Helps take the guess work out of black ice and such.
Huh, well that's something I've never heard of before. Truck has an 8'' lift so not sure how effective it would be even if it was working and still puzzled by the IN/OUT part?
Maybe it stands for inside/outside. I see an I and an O on the top left and bottem left corners. Are those buttons that might switch between an external sensor and a sensor built into the unit (maybe behind those slots above the snowflake)?
it is an aftermarket indoor/outdoor thermometer.
toggle the switch on left side up shows temp inside the cab. toggle it down and it will show outside temp.
the three little openings in the case above the "snowflake" let air into the case to read inside temp.

Ok makes sense. Well it's outdated and no use to me so in the garbage it will go. Backtracking the cord could be fun times lol.
Thanks
