You can try tightening the e brake shoes more. Otherwise, more pressure on the pedal.
They adjust like drum brakes. Block the front tires, put the truck in neutral, jack up the rear axle, install jack stands, remove the rubber plug from the backing plate and use a screwdriver or brake spoon to turn the star wheel inside the slot. Spin the tire you are adjusting. A slight rubbing sound is all you want. Repeat for the other rear wheel.
OK, maybe I did not explain clearly. I put new shoes on, I adjusted and still have the issue that they are not holding on the boat ramp. I know how to adjust them and push down hard on the pedal, my thoughts are possible drum issue .
The question was anyone else having this problem or is this not the norm for this truck.

New brake shoes e/brake have to be broke in...Go down the road slow 20 mph engage ebrake for 300 ft do that 3 times and then check them...
Might have to do more times....Mine suck even after doing that. Had to take the lever out and lube and grease.
Still they are too small for the truck IMHO.
Also check the e-brake cable where it splits. It’s possible one of the cables is bad. Make sure both levers are actuating. Also, assuming you have a standard trans.? I never solely rely on the parking brake when launching or retrieving my boat. I leave it in gear and shut the truck off. I’ve seen too many trucks take a bath, but that’s just me. Of course the ramps here on the river in MD are pretty steep. Nothing better than a manual trans when retrieving a heavy boat or backing a trailer up a driveway.

You are making the point that a manual transmission is better on steep boat ramps with heavy boats? I really can't agree with that and I have done it with both types.
