I think you’re putting the cart before the horse. Cycle the ignition lock cylinder. Are the rack and and actuator moving? Did manually manipulating the ignition switch make the truck start?

Are you familiar with how the tilt works on these trucks? You push the turnsignal lever toward the dash to activate the tilt. Make sure to support the wheel when you do it. You can usually look at the slot in the side of the column and if it looks like a fat "T" you will have tilt.

The column actuator certainly may not be the problem. Just something easy to check. You can try the other suggestions also.
