Wierd random 2 second high idle at start

Wierd random 2 second high idle at start
I tried uploading a short video,but was too large
My late 99 will randomly surge to about 1200 RPM's for a second or 2 when first started after warmed up and go right back down to around 6-700 normal RPM's for idle
It happens randomly ,like when i go into a store for a few minutes or fuel up
I can shut it off,then restart it,and it will do it,,and shut it off again,,and it won't do it..it seem to happen randomly
It's not the common surging,,i've had 3 of these 7.3's and never seen one do this
Could it be the TPS in the pedal going bad?..i just put a new Motorcraft IPR and ICP in in the past year..along with new braded HPOP lines...soon to change out the valve cover gaskets ,but for now,,next weekend i need to make a trip from Georgia to Texas for work for a month or 2
