Those old manuals in print form are getting hard to find
Ebay has a few on CD but they are expensive
like ebay item # 363224286053 ... $ 33.64
There is a EVTM in print form (a small book) ebay item # 285051059523 ... $ 15.00
AllData at your library will have those factory manuals you can print pages of for free
That is what I do
I hit my library roughly once a week (last time was to get the actual ford procedure for programming keys on a 04 F150 with the NGS)
That hard stuff is easy to get at your library

Here is some info that might help you out. Its from my 85 manual i mentioned to you. I do not have the EVTM for my 85. You can see that the heater and WS wiper are on separate fuses. The Wiper has a circuit breaker that is supposed to reset itself if I remember correctly and they are getting harder to find these days!

Here is a diagram of the basic 85 heater circuit from the manual I told you about in the PM. There are several different diagrams but I believe this is the correct one. The EVTM will have a much better diagram and circuit explanation.

Here is a diagram from my 81 EVTM. it looks like the wire colors between the blower speed switch and the blower resistor may be different between the two diagrams but you should be able to sort them out. IT looks like both have a orange supply from the fuse block and a Orange with black stripe from the resistor to the blower motor.
So Check the 35 amp fuse #6 for power at the fuse block first. Then check the O-BK wire for 12 volts at the blower motor connector with the ignition switch on and the fan speed switch in different positions. If no power at the blower motor (especially on high), then pull the heater control panel and check for power at the fan speed switch itself. They are known to go bad. The switch carries the full load of the blower fan. If the blower is on when you start the engine, the fan will come on when you turn the switch to run. It will turn off when you start the engine and back on again when the switch is back in the run position.
on this 81 diagram, the blower is outside under the hood.. And the blower motor resistor and or connector may or may not be different. The component location is different also
