It is legal to run red fuel depending on where you are and what you are doing; most people would not likely run into a situation to “legally” use red fuel. I am unsure, nor have I ever heard of, blue fuel. Green (on-road/taxed) and red (off-road/less tax/no tax) is all I have ever heard of and used.
With what 1olddogtwo does, it is likely he runs into the “legal” realm of red fuel use.

Usually in the state of emergency, in my line of work we do it all the time.
I'm about to change my fuel filters for the first time also. What do you guys do with the fuel that drains in the bucket?
I poured it in with the used oil from the oil change I did at the same time and dropped it all of at Auto Zone. They said as long as there’s no water in it it’s no problem. Some folks use it in their tractors or heaters.
I change mine every third oil change (15K), regardless of what the manual states. Can't have enough filtering, IMHO. Plus, drain a sample every month just to be sure there's no unexpected water contamination.
