Have a 2000 Model 7.3 165k miles, just got the truck probably a month back. Haven’t had a single issue with it, yesterday morning got in it started fine got 1 mile down the road and it started sputtering/surging wouldn’t run right jerking inside the cab. Would lope and sometimes die at idle. Threw a SES light. Limped it back home to shop, noticed it was smoking. Read some forums checked fuel filter, changed ICP changed IPR most forums with my issues said one of the two fixed it. Truck supposedly just had new injector wiring harness this year. Neither fixed it went and bought a scan tool, since no fix and it receives power from obd2 port to power the tool but doesn’t give any information to it. Had a buddy bring a snap on one cause mine was a harbor freight special same problem couldn’t locate the vin and when entered manually it would say connecting and never connect. I’ve check the fuse cigarette lighter works. Could a bad PCM be the culprit of all these issues? I don’t want to keep just throwing parts at it. Minimal experience with these trucks.
You need a scanner that supports J1850 PWM protocol.
Generic scanner won't work with these engines.
Forscan APP and BAFX or OBDlink dongle,for example.
What was the fuel level when this happened?
Below 1/4 tank problems start If you have a broken pickup tube in a tank.
Yes I have noticed the 1/4 tank issue already was made aware soon after getting the truck it almost acts the same way as it did when I ran it out of fuel. However it’s got a full tank.
As Finnish suggested the forscan app and a obd Bluetooth dongle is now your best friend ( and will continue to be as long as you own the truck), especially if you are throwing codes. You can get the dongles on Amazon pretty quickly, I have had good luck with the bafx model. This will help eliminate throwing random parts at the truck and make diagnosis much easier. There are some write ups on forscan in the tech section at the top of our sub forum.

Quick check, open the fuel bowl drain and cycle the key. You should get plenty of fuel flow.
When you changed the ICP and IPR, were the motorcraft? Aftermarket sensors usually cause problems with these trucks
I believe they were Dorman I wanna say however I will double check this statement in the morning. I ordered a Bluetooth dongle that will be here by 6 am so hopefully can get this resolved tomorrow!
I believe my fuel pressure is good however I will check it also if problem persists after I read these codes.

Remember, all Motorcraft parts for engine regarding sensors and the like.
Keep this in mind, you may be fuel starved at WOT, which could indicate a weak HPOP. Could be other issues but a little research on this website will give you some good advice. There is a No start or engine dying thread that gives a logical list of what to check first.
My quest is there's a item not fully functional or able to communicate to your PCM causing problems. The beauty of these dinosaurs is that there is not a whole, complicated system running these engines.
. And once you get familiar with them, you will be ably to pinpoint problems quicker. Even, perhaps, replacing parts BEFORE they fail.
That way. You will have a known good spare part in your parts bin for future use.
Also are you sure what part of the wiring was replaced and was it new or used? It is a common issue for the harness to short where it crosses over the valve cover, and it is also common for the under valve cover harness to come unclipped, or loose resulting in burned contacts. If you shoot the exhaust manifolds with a temp gun while it is running you can see if one side is not firing which could mean the harness on that side came undone inside the valve cover..

This is where I’d start, sounds like it’s not getting fuel or enough of it. Assuming the oil level is good of course.
As mentioned, next stop would be UVCH since they’ve supposedly been “repaired” not long ago.
