Nothing to do with the engine AFAIK. You might have better luck posting in a forum section other than this one, which is specific to a particular engine.
Hard to tell what i'm looking at there. Try using the flash with your camera, or shine a light on it first.
It might have something to do with daytime running lights, think someone gave me that answer when I asked about a plug in that general location, but need a clearer picture first.

That looks similar to the plug that is mounted either on, or right next to the radiator support on my truck. I asked about it a few years back and was told it had something to do with daytime running lights on Canadian trucks. US didn't require them at the time, but Ford most likely built all the harnesses the same. (Same reason my '88 had cruise control parts under the hood, but no controls for it on the steering wheel). Often times its cheaper and easier to manufacture the trucks with all the options 'built in' but not necessarily 'hooked up'.
That's a lot of wires for Daytime running lights. And it looks like that little dust cover might actually be a jumper, shorting 2 pins together. I've never seen that connector on my truck, but I'll check next time I'm under the hood. Maybe the Airbag crash sensors?

Nevermind. I got curious and looked it up. Yes, it's DRL. Yes, it has a jumper connector.
