but that 4th leaf from the top does not belong there, it was added, I assume by the previous owner. And I still suspect it was the top auxiliary leaf that was repurposed to be an add a leaf.

my 2019 f-450 has the bottom leaf everyone is saying does not belong there.....which introduces a new question....are the new leafs DRW leafs???? DRW leafs are wider than SRW leafs.

I don’t think they are because they came off of a Tremor. The guy I got them from didn’t like the ride so he was going all Carli suspension and was finding it too soft so he was trying to get the top overload to help. On my factory F250 springs I have the same thick overload type spring in the bottom.
I just went out and pulled the lower leaf to the side and found Ford part number LC3C-5A975-NC. I see what most are saying about the bottom leaf being added in some pictures and posts and others have them. Who knows. I am going to use them and if the rear sits too high I will try to find a shorter block. Maybe one from a 2020 and above someone is getting rid of.
With me being in a very similar situation as the OP with wanting to up my towing capabilities and not go the airbags, or RAS route, I called Deaver springs and his reply was, "if you lived local to me, I'd just add leaves to your pack and work with blocks and leaves to keep your ride height the same." He then suggested that a spring shop is the way I should go and having parts on hand, combined with being able to work on the vehicle, in person to keep my ride height the same, as his justifications for that. He stated that he could sell me some Dayton springs that'll work perfect for getting my capabilities where I want them, but he wouldn't want to put me in a position where I'm going to then have to buy blocks when the height is different. I think that's why they're such a reputable shop. Giving correct information instead of just chasing a dollar.

The leaf springs he has were from a Tremor, as you know the 250/350 Tremor is SRW only and uses the exact same leaf pack as a SRW F-350 non Tremor. I think it's been figured out, he'll just have to decide what he wants to do.
If they were mine and I didn't want additional height in the rear, I would remove that 4th leaf, bringing it back to a normal F-350 pack (minus the top overload). If additional lift is wanted, and possibly a bit more capacity, run em as is.

Yes. I bought my F250 because I got a fantastic deal on it and I will admit that I didn't research capacities, because I really wasn't looking to buy a Super Duty the day I drove on the lot and saw it. I traded a 2013 Limited F150 for it, but that day I was looking for an F150 and once I saw my 250, I had to have it! My wife and I have talked often about getting a travel trailer to camp with our kids and I knew it would do for pulling one of those. We roll some really big round bales, during hay season and the weight of those combined with our 28' gooseneck, REALLY sags the back-end down. Even though we're only traveling a few miles, each way, to unload them, I still want to eliminate the sag and would rather do it with leaf springs versus Airbags, RAS or Timbrens. I, personally, feel that those are band-aids versus higher capacity springs.

If you want to retain close to the stock ride have the spring shop make you a wrapper leaf, You should gain about 600-800 Lbs per side and retain a better ride, The shorter the leaf the harsher it will ride.
Wow, those do look different. I wonder if they assembled them wrong by accident at the factory? That helper spring should be above the bundled leaf pack. You said you let him keep the top spring, but if he kept one then he had 6 on his set up... somethings not right about that. I have the 5 spring leaf pack on my truck. It consists of a thicker, bottom overload spring, then 3 leafs bound together, and then a single helper spring resting on top (just like the second photo in post #17). Mine is not a Tremor, but from the photos I Googled the leaf packs on the Tremor's look the same as on mine. You have all 5 leaf springs there in your garage, they just need to be reassembled in the correct order.
Man you hit it right on the head. I am guessing that when they were reassembled in an odd order when he had them removed. I never looked closely at his truck but I now suspect that he may not have whatever it is he paid for. I am still very happy for the price and looking at the overload brackets online they are a reasonable price so this may work out pretty good.
