Alright so yesterday I was on my way home and my truck died going down the highway. It didn't sputter or anything. The engine just quit like I had turned the key off.
So I got it towed home and the first thing I check was to see if it was fuel related. The fuel pump is running and their is fuel in the upper fuel filter bowl.
My next check was to test the FICM using a dvm. With the key on I get 55v and it drops down to 34v as the injectors start buzzing and jumps to 58v after they stop buzzing. Voltage while cranking goes from 58v to 38v.
I'm assuming my FICM is toast causing the engine to die and not start?
If your FICM didn't cause your problems, then it will cause them in the future - send it in to be repaired AND upgraded. CircuitBoardMedics.com does good work and is relatively inexpensive.
The SCT tuner doesn't pull codes thoroughly, and it doesn't report EBP accurately, so you need a REAL scan tool. You need ForScan or ForScan Lite, with the appropriate OBDII adapter. Even so, assuming the voltages are accurate, you need the FICM repaired.
Fix what you know is broken first. Your FICM is toast, so take care of that issue now before you start chasing your tail with other things. It may end up that you also have other issues to sift through after the new FICM, but it's a process of elimination.
Suggest you change the 70 amp FICM power relay. The contacts get pitted and burnt over time and cause that voltage drop you are seeing during cranking. Ask me how I know.

Picked up a new relay from Oriellys and it didn't fix the issue. Was really hoping it was something as easy as a relay. I appreciate your input though!
The engine should start with those FICM voltages. I've seen them running with 18 volts, not well, but running. You have a different issue that is causing your no start. Have you checked fuel pressure? Have you checked HPOP pressure? That's where I would start. That FICM should be replaced soon, but like I said, it's not causing your no start issue.
So instead of just scraping this trunk, I decided I'll put some money in it and see if she will get me by for another year.
Anyhow, I decided to pull the ipr to see if the screen is torn or plugged. All looks good. With the ipr valve still out, I cranked the engine to see if oil comes out. Nothing came out. Not even a drop.
so with that should I assume it's the hpop?
Sure would be nice to have a good code reader take a look at the PCM information!
Checked for air in the fuel?
Last time I loaned a FICM to a guy using a DVOM on it, it came back fried ................ With a scan tool - why do people still mess with the screws under the plate??!! You can short things out of you slip up just a bit.
