Where did the PCM come from? Are you sure it was flashed properly? Have you checked the inertia switch in the passenger foot well? Try checking for voltage to the PCM relay if voltage is good could try swapping relays to make sure that isn't the problem.
Edit: Were the ignition keys in the house where they belong during PCM work?
This is new information. So what happens if the relay fails?
How I've seen people do it is find the wires that go to it and hook them up to a standard relay. Quick google search should lend some info. Mine is a 99 so I've never dealt with it first hand.

This is what I would do. Why Ford thought it was a good idea to build a relay into the entire body of the fuse panel is beyond me.
Hopefully the OP will come back with more details. One thing that should be checked is vref, if there are any shorted sensors it can take vref down on whatever harness the shorted sensor is part of for instance a shorted EBP sensor can take down vref on that harness and prevent the FP from energizing.
I think a lot of people blame the PCM when vref is down without first disconnecting sensors and checking for shorts.
