I use a bicycle cable on my trailers. The last time someone stole the spare they just cut it.
But it does make it very obvious and slows them down. I can park it in busy parking lots.
We do have a new citizen program down here in my sanctuary city. We have to be VERY giving to them, but best to lock your stuff up and bolt it down.

If you bought your truck new, there is supposed to be a locking plug blocking access to the spare tire lowering mechanism. That plug is located beside your rear license plate on the right (passenger) side.
