I have a 1995 E350 with 7.3 and replaced brake lines, rubber hoses, front calipers, rear wheel cylinders & linings, and the booster, bleed the thing silly and have firm pedal without the engine running, when I start the engine the pedal will slowly go to the floor, with a momentary brake effort, enough to test drive but could not do an emergency stop and would not consider taking it in traffic - I live in a rural area, not much traffic. When bleeding without the engine running I use both feet to push down the brake pedal, brake fluid flow at the bleeder is very positive and a steady stream of fluid. The ABS system & module are original, the ABS indicator light comes on with key 'On' and shuts off after the self test. There are no leaks in the system, no puddles on the floor. Every now and then I'll have a good pedal with engine running.
I would have replaced the ABS module but can't find one for the dual rear tire and haven't found a new ABS unit either. I've settled on this truck and want it tiptop.

almost sounds like the master cylinder is bypassing.
try removing one circuit from the master an see if you can determine if the problem is in front, rear circuit.
if it still does it with one side removed, try removing and capping of both sides. if the pedal still drops the master is bad.
It had a brake problem when I bought the truck, the seller didn't know anything other than 'the brakes are bad'. I never drove it until after after replacing lots of brake stuff, the booster replacement was done after being able to test drive it.
