Sometimes they stay in perfectly well without the retaining tab till they don't.
First, mark the retaining collar at 12 & 6 o'clock on the retaining collar with it in the locked position a little less that a quarter inch from the edge.
Drill 2, one sixteenth holes side by side & open up the middle.
Take a 3, 3.5 inch wire tie & thread through bottom slot & pre-curve the tie.
Screw bulb retaining collar on & thread tie through wires. Clip the locking part off another tie & zip it on from the top. Trim.
