Tap on it as hard as you can with a hammer a few times. then use a good quality 3/8 drive 10 mm socket so you don't destroy the hex. I have even used a 3/8 breaker bar and a small cheater pipe to get them loose.
this one usually works well unless the threads are corroded badly and siezed up
grab a dremel tool with cut off disk
slice a grove across the hex to make it into a screw head but make the grove go almost to the aluminum
this takes the load off the bolt head that keeps it tight
should unscrew easier after and allow PB to get in better if threads are corroded badly

Uhhh. The only problem here is this is not one of those style bolts you wanna do this with.
THe head of the bolt is hard to get to as it is , A slot ground into the head will help to break the head of the bolt off . As a last resort I would cut the metal bracket & the plastic holding the CPS. Grab it with Vice grips and take it out . Then heat the cover around the bolt , or the bolt itself .

I used a 1/4 inch ratchet with a 10mm deepwell and it hits the bolt perfect.
If somebody is struggling with the bolt overall, the best choice at that point is to remove the fan assembly from the water pump to gain better access along with the fan shroud.
As my truck has neither of those on it, getting to the CPS bolt is childs play.
But as stated, it is hard to get at, and you do NOT want to break this bolt off in the front cover as you'll have far more issues following.
