the big problem with this is that ford did not make a F-450 until 1999.
that truck is a F-Superduty.
it says so rite on the fender emblem.

I think the OP is more familar with newer trucks and prob used f450 to denote above-1 ton which in this case is a super duty

The fender emblem on my F-[whatever it is] says "Bronco", so take that for whatever it's worth.

Ford refers to it both as an "F47" and an "F-Super" depending on context. The GM version of this truck is just as confusingly named- "3500 HD", although, like the F-super, it has virtually no chassis parts in common with its 1-ton counterpart. I have to think that at the time, both of these competing products were put out by half-assed teams that weren't really sure if they were selling a medium truck or a light truck and the naming just ended up being a mess.

the F47 in the VIN denotes that it is a F-Superduty. Ford never called it a 450. that designation only started by people mistakenly calling them 450's after the 450 was introduced in 99.

as far as 1989 went, I do not believe GM produced a direct competition of a grade 4 chassis but they did for sure a grade 3 in their legacy R/V chassis models, not sure about the GMT 400s C/Ks tho for that matter
