Yes, the races bottomed out. I'm thinking now maybe I should tear them apart and double check again.
I'm not sure that races not fully seated would cause your symptoms but clearly something is going on. I'd make sure you got the right part numbers....but again, I have no idea if it's possible to get a bearing/race that would fit or press in but is "narrower" or not as tall.
Also are you certain the spindle threads didn't get boogered? You may be torquing up against mangled threads rather than contacting the outer bearing firmly.
Just throwing out ideas, difficult to diagnose without laying hands on it.
It's both sides. I don't think the spindle threads are damaged. It does seem like there's play between the hub locking nut and bearing though. It's raining here now, when I get a chance to go back out and pull it off I'll let you know what I find.

If it's both sides I'd suspect incorrect parts somehow, or you've duplicated some kind of error on both sides.....I just don't know what that would be.
