A second electrical shop traced it back to the fuse block after the GEM was replaced. Hopefully they’re correct this time

Somewhere along the way after opening and cleaning the fuse box and replacing the GEM, the starter is now disengaging. But now it won’t key start. It will only start by jumping the fender mounted solenoid. As soon as the key is in the accessory position, the solenoid constantly clicks. I’m about at my wits end here.

FIXED
Went back and looked at the starting wiring diagram. Everything was in order. Got to thinking maybe it was cheap Oreilleys parts. Ordered and installed Motorcraft starter solenoid and ignition switch. Starts like new with they key. Lesson learned, wait on quality motorcraft parts to be delivered before going with aftermarket junk. Thank you all for the responses as I have a better understanding of the starting system if I have a future issue.
