Its just odd that just the one rocker is getting all the oil.

It is odd. I've seen it many times where a lifter or two oil much more than the others but eventually they all do supply oil.

If the plugs were missing behind the timing cover, would I be getting oil at all to the rockers? Don't want to pull it off if I don't have to.

If a plug was out at the front of a lifter galley it would really reduce the pressure and I think that it would be possible for some to not oil. But it also seems odd that the engine could hold 50lbs hot oil pressure with that large of a leak.

50#s cold. 20#s hot which still seems high if those plugs are missing

To me that seems pretty high. Do you know anybody with a scope that you could borrow to get a look inside of the timing cover while you're turning the pump?

That might be the thing to do. One time a few years ago I had a guy bring in a big block Chevy to run on the dyno. Before we put in the distributor I cranked up oil pressure by hand and it didn't have very much. There was almost no resistance when I turned the pump. We knew that the main galley plug had been installed because that's on the outside of the engine but what about the lifter galleys? I took the front of the engine apart and the plugs were in place, I took off the pan and the oil pump was just dangling there on the bolt. How it made any pressure at all was amazing.

We put it all together and it ran ok, heads, cam, intake etc were all too large. I think that the 496 made about 530 horsepower.

I don't know much about this engine. The guy who sold me the truck said the block was from a wrecking yard and he put some flo-tek heads on(which I do not have specs for and can't find any casting number to id them) and a cam (which he doesn't have any info for). He never fired it as he lost interest. I'm planning on racing this truck this fall and would just build a new one if parts were more readily available.

So it's a racing application/not stock.... What block does it use? Does it have a roller cam? Do the lifters seem to sit at a normal height in their bores? What I'm wondering about is the height of the oil band on the lifters. Is it getting too high and dumping oil out instead of feeding it to the lifters?

Stock block, stock pistons and crank. Aftermarket hydraulic flat tappet cam but I don't have any specs for it. Not a race motor. Lifter height looks normal.

Did some more troubleshooting tonight. I pulled the the valve cover on the driver side and I am getting oil there and it also appears that the #4 rockers are getting some oil (no where near the amount of #3. #1 and #2 get nothing. The oil feeds from the back to the front correct? Could I have a blockage after #3? It is a junkyard block that was not disassembled. Just new bearings and heads and cam.

The oil does feed from the back to the front in the lifter galleys. It seems unlikely to me that the galley would be plugged but anything is possible. I have seen pushrods that are plugged with sludge before so maybe pull out a couple and give them a blast of brake clean.
