Looking for a little help. My gas gauge is on E and there’s gas in the tank. I replaced the sending unit because that was bad but still the gauge is on E. Test light with ground clamp to ground and then test light flashes when probe to orange wire. Is that normal?
Yes, if I understand where you are testing, the "Constant Voltage Regulator" takes the 12V system and reduces it down to an average voltage of roughly 5V. It uses a bi-metal spring inside that constantly goes through heat/cool cycles which "makes" and then "breaks" the circuit causing your test probe to flash.

They do make solid state CVRs these days that give the gauges a true constant voltage. Here's a little blurb in the shop manual about how the original ones operate.
