floorboards
to do it RIGHT you need
welder
drill
spot weld cutter bit
grinder
hammer
something to cut sheet metal(i.e sawzall, die grinder, plazma cutter)
clamps or strong manets
lots of comon sense
STEP 1 get a floor pan replacement panel.
STEP 2 remove seat, carpet, and any thing else flameable.
STEP 3 lay new panel in place and trace around it, be sure to get real close. if the replacement covers all the rust, good. now lay the replacement panel aside for now.
Cut any spotwelds that the new panel will cover with the spot weld cutter bit. cut the old panel out just in side the traced line. Remove old panel and lay new one in place to test fit. trim from the floor broard till the new one fits in the place of the one without overlapping but no big gaps either. it should look like this
|old panel||new panel||old panel|.
put new panel in the old panels place and clamp and tack weld the corners. put tack welds between the tack welds, do this untill tack welds are about an inch apart, this helps to prevent walping. now make a 1'' weld then weld on the opposite end of the panel, let cool. repete this untill done, and respot weld the spotwelds.
Grind the welds flush with panel being careful not to over heat the panel. coat floor boards top and bottom with POR15 or a similer product. you're done and if you did it right you won't be able to tell it was ever done.
thier are easer ways to do this but this is the right and best way.

If you aren't up to it you could get a bodyshop to do it like i described.
or you could always poprivet a piece of sheet metal over it but it would come back in a few years and you would be doing it again and have a bigger hole to cover.

rust free car fenders that i had lying around and made patches
out of them using my grinder. then i welded them overtop the
holes using the lowest temp setings my welder had so i wasent
to put more holes in the floor. after i did this i bought some tar
and painted the underneath to prvent any more rust through.
....now how 'bout fixing a rusted out COWL and fresh air vent area?..... A-A-a-r-g-H!!....
go to the junkyard and find a rust free one and start cutting spot welds. replacing the cowl is a ****load of fun.

Actually the previous owner wasn't a real "rocket scientist" and parked the poor beast under some pine trees for several years and then kicked the bucket. That's when I stepped in and rescued the poor critter. Through the past 3 years, the pine needles collected in the cowl vent area and retained water and rusted the cowl through and other areas of the upper body I found out this week-end. I am presently looking for another body if anybody hears of one. I am keeping my eyes on the classifieds here and Ebay. Ebay has them every once in a while - I almost picked a BRAND-SPANKING-NEW one a few weeks ago until I heard I was going to lose my job.
So's...I'm back to looking....I'm afraid with as much cancer I saw underneath the dash, I'm really surprised the body is still sitting on the frame ---- the previous owner used the poor beast for a trash truck - I'll never haul more than a loaf of bread in him when I'm finished with him....
