Replace antenna base 2107 F150

I had a stubby antenna that broke off and have to replace the antenna base. From what I see I would have to remove the fender flare and inner wheel cover to replace the antenna base. Is there any other way to make this repair?

Is there any way to access it from the engine compartment?

Try to remove the broken stub first. There are extraction tools available.
