Looks like the connector for the A/C system HPCO. The High Pressure Cut-Off switch is mounted on the hose assembly at the compressor suction and pressure ports. The HPCO switch itself screws onto the Shrader valve that is on that assembly. The plug goes into the top of the HPCO switch. The HPCO is a normally-closed switch that opens up if something goes wrong and A/C head pressure goes way high, like a plugged condensor or insufficient airflow through the condensor. If the HPCO doesn't open up and turn off the compressor in that situation, the last resort is the mechanical blow-off valve that will vent R-134a out until pressure drops and it closes. If you are missing the HPCO switch, look up Rockauto for your 1996 and go to Electrical Switch, then something like A/C pressure switch to see a pic of it.
