At very light throttle the OX is surging then backing off to normal. This is only happening at 10-15 mph driving. If I take it out on the open road and give some WOT then it acts normal for a few days. I'm thinking sticking IPR or TPS acting up?

If you end up replacing the IPR, FordTruckNoob on the SD sub-forum linked a DT466 IPR as a possible alternative to the standard IPR. As you can see, there is not tin nut on the IPR. Just another option to consider.
