Jeff - Thanks for the reply and info. I appreciate your help! I will start looking into the IDM and electrical connections. I will start reading up on the P1316 code and report back. The first screenshot was titled electrical self test and the second one was the key on engine off test. I'm not sure if it was the buzz test or not. I will have to run it again to verify.
1. When I run the injector buzz test there is no buzz. No sound at all.
2. I swapped the IDM with a known good one from a running truck. There was still no sound during the buzz test. I did a buzz test on the running truck to understand how it is supposed to sound.
3. I'm assuming I check the PCM next. How should I go about this?

The first picture is from the failed buzz test. The second picture is the initial scan when forscan is opened. The third picture is the key on engine off test.
@Loamranger , you have a clear direction now - need to get those injectors buzzing. Great that you had another IDM to try.
Before the PCM needs a look, check that IDM relay (is there one on a 97 E350?), and some wiring checks.
Attached is the P1670 pinpoint tests for a 2001 - hoping it will be applicable to your '97. Here is the 1st part that seems to line up with your codes:

After the above checks, if it still doesn't fire off, getting that PCM checked or replaced might be a good next step. Like the HPOP, it's generally a reliable part, and expensive, so we save it for last.

Found this link in the 94.5-97 forum's Mod/Tech/Diagnostic FAQ sticky under Tech/mod info links. It has several '97 schematics that might be helpful, though the resolution was poor on some of them. I see an IDM relay with a couple of fuses you could check, in addition to #22 for the PCM that you verified already. Hard for me to read, but might check Fuse #8 and #9. I think they are all maxifuses.
I didn’t read all the replies, but, while someone cranks the engine, use a multi meter and you should see a drop in power of both batteries. If only the auxiliary battery (Driver side) drops and not the main crank battery (passenger side) then you need to clean the post terminals.. don’t let it fool you into getting new batteries. My truck has done this a few times. I have a multi meter built Into my dash and it said I only had 9.7-10.6 bolt because the passenger battery didn’t have good contact.. I twisted the terminals and it connected.
I checked power pin 14 on the IDM connector as BWST suggested. There was power to the IDM relay block base. There was no power to IDM connector pin 14. I messed around with it some more and got a reading of 5 volts at pin 14. I swapped one of the relays and got 12.5 volts on pin 14. The IDM relay was corroded inside. The van fired up instantly after screwing around with it and not running for 3 months.
The problem was a $10 relay. I now have two new batteries, new battery cable ends, new starter, new cps and a much deeper understanding of the workings on a 7.3 and forscan. I didn't really want to learn this much but I appreciate everyone's help. BWST - do you drink beer? Send me your address and what you like and I will mail you some for your help.

Vans can really be a challenge. Loamranger the idm can get wet easily. There was a tsb about covering it. Although both of my vans were susceptible to water. I used metal flashing to cover mine. I learned it the hard way on mine.
I appreciate the offer. I love a good amber ale or porter, but you don't need to do that - all of us are happy to support you and others here, as we have been supported so many times with similar issues on our rigs.
