speed-o-meter messed up

speed-o-meter messed up
since its getting cold in Wisconsin i noticed that my speed-o-meter isnt reading correctly until it gets warmed up (15 miles later). the truck is a 1991 Ford F-250 with a 351, 4X4 with a 5-speed tranny. The tires arent stock but its not because of them. the tires are 285/75/16. at 2000 rpms the speed-o-meter should read at around 60 mph. when its cold it could be at 65 or higher, what would be causing this?

When it gets real cold over here in PA sometimes my speedo will read like 20 to 30mph over, saying I'm doing 75 when I know I'm only going 45. I've heard that it could be casued by water freezing up in the sensor/gears, but I'm not sure. This was before I changed the tire size at all that I noticed this.
