Lean condition, poor start, check me

96, f250, 7.5L

Symptoms:
-P0401 (egr flow insufficient)
-Both banks lean codes
-Hard start when cold.

What I've done:
-Checked starting fuel pressure fwd pump 30psi (little weak I know), rear 38psi, hard start occurs either pump selected.
-Couldnt find vacuum leak with starting fluid..

What I plan to do if you folks agree:
Replace both EGR valve and EGR valve control solenoid.

You smart people agree?

When I had a EGR problem it would act like it was running lean. EGR is a good way to go. When I replaced the sensor on top of the EGR it was longer than the factory length, I don’t know if they’re all like that or just a default in the sensor. I put a paint marker on the end of the sensor and kept filing down the the end until there was no part on the bottom of the valve. Hope this helps!

Okie dokie, so I guess I my truck is cali emissions and of course I ordered the federal egr valve. I live on the east coast in a non-emission County, can I just use the federal egr even if the truck is cali emissions?

What is telling you truck is Cali, 2600 miles from home is long way...it could happen, so there's a emissions sticker, underside of hood that will tell you and no guessing.

So under the hood the sticker definitely says cali, and the egr on there now looks just like the cali egr. The federal egr is noticeably different.

I'm just worried about it messing with the computer and causing poor air/fuel ratios.
