Ok. Two months ago, my windows worked. A couple weeks ago.... They all do not. I have swapped the underwood 30 amp, for a different fuze, and taken a cursory look down by the park brake for tiny rodent evidence. Noticed none, so far anyway. Before I rip the driver door panel off, or whatever else my frustrated mind thinks to try, I figured asking you fine people of there is something direct I should be checking.
The small panel with the switch in the door comes off by itself without removing the panel. If they all stopped working at one time, I would suspect the master switch, a primary circuit failure or a GEM issue.
Your 1999 has a GEM, not a VSM. Just FYI.
When I get a few minutes tomorrow I can look at what the Ford Service Manual says about 100% window failure.
You may need a multimeter and a bright light at the very least. But, you could try using CEC Electrical Contact Cleaner in the master switch since you swapped the fuse.
When I lost a window switch in the driver door I found no individual switches are available, only the full switch cluster. Dorman was half the price of OEM, and the only flaw is the illumination is a bit brighter.
The fuze in that socket is metal wrapped. So, without a meter, I couldn't tell if it was blown. Swapping a new one in, didn't fix it, so I doubt it is bad, I will confirm it though.
If the only flaw to a dorman is brighter backlight... Then I kinda hope that's the issue. I've always thought they were to dim, honestly.
I'll Google how to test the switch. Actually just bought a new meter, for some handyman work, so I need to get acclimated to the new toy, anyway.
On a semi related, but not, topic, I removed the two front windows this weekend to tint them. Ford did something right! These are the two easiest windows I have removed in over 35 years of working on vehicles! 10 minutes out, 10 minutes back in!
Looking at the wiring diagrams for a common failure point, I see the ground from the master switch sticks out to me as a possibility. Although, I did not look very close and see how the circuits are wired, just a quick glance.

Sooooo. I have working windows, again...
i realized that my dome lights wouldnot come on, a couple weeks ago, when i took a bull to the scale, after dark... i hadnt noticed before, because i put a cut off switch on those, and its usually off, and i dont need lights. That night i needed to see, and no worky....
fuse was blown.. replaced, instablown.... so, while ive been on this front end replacement
I pulled up the tread plate to see those wires in pieces.... fixed them, bought a new pack of fuses, since the last one got sacrificed in the discovery... yay, working dome lights... and then, because i had nothing to lose... i plugged the buttons back in to the windows, and... they now work.... frickin mice.... anyway, this problem, has been fixed.
