For my part, I usually don't bother trying to actually pull the nuts, if there's any rust at all. Just cut them. Less aggravation, and then I replace them with Galvanized Hex Head bolts. I don't care enough about the Aesthetics of the Carriage/RoundHead bolts to keep them, because they always end up being something that has to be cut or drilled.
Yes there is a little rust but it’s not to bad I’m going to soak them with blaster then try loosening them but if I’m going to cut them do I just need a grinder and a cutting wheel?

That generally works, although the front drivers side one, especially, usually has a fuel tank in the way, and can be a real bugger to get to. I usually grind the head off of that one. None of them are in nice places to get to, and there's usually wiring and/or fuel and fuel vapor lines in the way.
I had the cut 2 or 3 bolts off mine but couldn’t easily access the nuts with an angle grinder so I cut the heads off from up top in the bed. Much easier to work that way than on your back. A hammer and chisel was also needed.
