All you do by unplugging the ICP sensor is cause the PCM to use a default value. It only helps when the ICP sensor is bad. Looks like your low ICP pressure is real.
If you have no leaks, it would have to be one of 3 possibilities:
- starving the HPOP by not feeding it sufficient oil
- bad IPR
- bad HPOP
If your HPOP is not getting enough oil to it, it could be:
- aftermarket oil filter cap with an OEM filter
- leaking oil filter housing drain valve
- stuck LPOP regulator
- bad LPOP
Does your oil pressure gauge on the dash come up when you crank for 4-5 seconds?
Remove the oil filter and crank by jumping the starter solenoid with the key off. How long does the oil filter housing take to fill up?
Since you removed the IPR, have you inspected it closely (internally) to see if anything was stuck inside of it?
What did the screen on it look like?
Did you clean it?

I have a bullet proof diesel remote oil cooler but my low pressure gauge on the dash does not come up but I thought if I was getting 1200 psi I must have oil pressure but I’m not sure I was leaning towards the IPR being bad when I pulled it it was perfectly clean screen was not wrecked no issues as far as looking at it
Two things -
Replacing parts without testing can get expensive.
Installing aftermarket (non-OEM) parts can also get very expensive since they fail so frequently.

I didn't see where you addressed the above suggestions/questions .......
I am a big diesel tech Ron fan it’s a shame he’s gone I didn’t take the screen off the I PR because it looked perfect and I assume if I take it off I have to replace it which is an a big deal it’s only $35 for the kit but are you telling me to take it off and see if the plunger works
By flushing the valve while you hold it open you can help eliminate a mechanical failure of the valve not closing completely therefore not letting pressure build.

Find the yellow with light blue striped colored wire which is adjacent to the passenger side battery in the engine compartment, it is near the vacuum pump. It has a "squeeze-and-pull" type connection. Disconnect it, and jump the male end of the connector to the passenger side battery positive terminal. The starter should crank. Leave the key in the off position to just crank.
