Rust inhibitor

I bought a used tailgate for my 82 f100 flateside, ive taken it down to bare metal it has alot service rust. It has a couple bondo areas on one side but overall great shape. My question is im gonna try a rust inhibitor but can i put right over the bondo? I have tried to find the answer but have not been able to. If anyone knows i will gladly hear the answer or the best way to cover the tailgate then paint i will be greatly appreciate it. Thanks for your time.

I would remove the bondo, if it's exposed at all then there is probably rust forming underneath it (it's hydroscopic). Then do rust inhibitor, bondo, epoxy primer, and paint.

Ok thank you very much. Ill begin the process after i remove the bondo.
