Upper tailgate rust on a 1994

Ok, my new toy overall is in really good shape body wise for having spent its winters in the rust belt. However, I do have one spot of significant rust.

On the top of the tailgate, passenger side, I actually have a hole large enough that I could probably fit a golf ball through it. (and another rust spot is starting to appear on the drivers side) I've heard this is a typical rust spot for these vehicals, but what causes it? and is there any way to fix the problem?

I'm guessing I could weld in a patch, but is there any other options? And after its fixed, how do you keep it from coming back? I know my best bet would be to try and find a new gate, but thats out of my price range at this moment. Any help would be greatly appreciated

you could cut out the rust and weld in a patch and grind it smooth, then smooth more with bondo, then paint. If you do a good job, you'll forget you repaired it.

Thanks, I figured that was going to be my best bet, gives me an excuse to play with my new welder.
