Rebuild or Replace 460 EFI

1st post here. nice forum.

I have a 88' F-250 4X4 Lariat 460 EFI 5 speed O/D manual . It's time to rebuild or replace the engine.
Here's the bad:
1. Oil everywhere
2. uses (burns) 2 qts of oil every 100 miles.
3. Very low compression
4. No power (tops out at 55 mph)
5. exhaust blows black/white smokes like a chimmey. (real bad)

The good:
I cannot kill this engine. (plow truck) saved me last winter in WV.
Always starts
Rest of truck is in good shape.
Been running this truck like this for 3 years. less than 500 miles a year. But it seems to be getting worse.
Do I rebuild or replace? If I replace what is a good refurb company? (Martinsburg WV, Hagerstown, MD or Winchester Va. area.) Does Ford sell a crate short block like Chevy does?

Can I get this done either way for under $3000 installed?

Thanks
JD

edit: forgot to add engine has 110,000 miles on it.

Find a local Jasper engine dealer in your area. You can get one installed with a pretty good warranty for $3000 or less, I'm sure.

Thanks Guys

So I guess replacement is the best option here.
Are Jasper engines considered good in this forum?

Just got a quote Of $4040 installed for the Jasper engine. Engine only was $2750. I hate working on engines so I am thinking now to replace the truck with a newer model.

I rebuilt my engine, did the work myself. Parts and machine shop was $1200.00 Speed-pro H535p pistons .030 over bore, crank turned 10/10 Crane 260 Cam. Block boiled new cam bearings heads magnafluxed. I do have a valve grinder so I did the valve job myself. Fly wheel surfaced and new clutch and pressure plate and throw out bearing.
