TC lock up question

Is the TC suppose to lock up in second? I was pulling a trailer climbing some hills and noticed when I down shifted to second. The TC was not locking up cause tranny temps to rise.
2003 F250 crew v10 4x4. Thanks in advance for any input.

It will lock in second if the go pedal is more than 75% of the way to the floor, and if the RPM is high enough. I don't remember the RPM required.
