Chokes down on an incline??

My original ‘50 F3 chokes down when idling up hill. Even with full gas, carb has been rebuilt. It is fine all other times, but when idling uphill the RPMs drop and it chokes down.

Any ideas what could be causing this.

A few things to look at both from my experience:

* the correct power valve and gasket in your carb rebuild?
* Oil level in the oil bath air filter spilling over?
