I have a 2004 6.0. The engine runs smooth and no misses. Problem is. No power. Starting off is really slow till about 2000 RPM’s then it picks up faster but still not like it should. My pressure reg sits at 84% and stays there unless i let off the accel. High pressure gets to 550 and engine starts but slow. Also the pressure fluctuations along with the rpm of engine. I’m thinking o-ring leak but wanting to make sure before i tear it down. Any thought will be great full. Thanks in advance

ICP at 84% and slow to make 500psi sounds like an oil leak in the HPO system to me. I think you are on the right track if I understand your post correctly. ICP does fluctuate with RPM under normal conditions.
Low power with smooth running is commonly a boost issue, turbo problem or air leak in the CAC system. You may have two separate issues.

You get to go through the fun process of determining if it is a leak, a bad IPR valve (which is "one form" of a leak), or a weak HPOP.
Before doing that though, make sure you have an OEM oil filter and oil filter cap.
