Surging turbo?

Surging turbo?
2002 F250, 7.3l, 55,000 miles. Towing a 27' TT, going up a grade in 2nd or 3rd at about 2500 rpm, the turbo? starts surging up and down about twice per minute. Loud enough to be plainly heard. Sounds like transmission slip, but the tach is steady as a rock. All goes away when no longer under heavy sustained load.
What gives?

It is probably not your turbo "surging" from your description it is more likely like the fan clutch is cycling in and out under heavy load. Normal condition. Surge, the not to technical short answer, happens when you back out of the throttle quickly. At that point the turbo outlet contains more pressure than there is volume in the turbo inlet to keep it, the pressure, pushed downstream. It surges backward into the turning turbo wheel making that ball bearings in a coffee can mixed with a whoosh sound. Surge is not stall which can be flow stall or a mechanical stall. Anyway, what you describe is normal.

Check out this website and look for the ported shoud compressor housing. I bought and installed this myself in about an hour and saw dramatic results. The only thing I wonder about is the twice a minute thing, that doesen't sound like a turbo issue and I would agree with the other response.
