Flushing a heater core is fast and easy to do. Have used it many times for troubleshooting a no-heat situation in cars and trucks. In almost ALL cases, the core flowed freely. A plugged heater core was rarely the problem. I like to troubleshoot rather than just replace parts one after another 
If both heater hoses really are hot back at the core connections, then it should be flowing, or else why would both hoses be hot?
