I would think if my Multimeter is only reading 6 volt that my FICM is more than likely the problem even though, I have 49 volts of FICM main power. Am I correct in thinking this?

Sorry...I am not ruling out anything. Just asking what you guys think is the more likely scenario. What should I try first?

To be honest, the best way to test the harness (IMO anyway) is to put an electrical load on each wire feeding an injector, and then seeing what voltage drop you get. A lot of people feed 12V power to the FICM connector and then rig up a headlight to the other end of the wire and then watch the light and measure the voltage at the light.

Having your FICM tested would help save you money on throwing parts at the truck. The volt meter isn't going to help much.
