1996 f250 rear brakes

1996 ford f250 all new rear brakes including cylinders brake pedal spongy as it was with old brakes. The rear brakes will only engage if i rapidly pump the pedal 7-8 times. I bleed the system the front brakes work fine. Which would you go to next rabs valve or new master cylinder? Thinking if there were an issue with the master cylinder the front brakes would be acting up as well?

Did you adjust the brakes after you installed them?

Yes I adjusted them funny thing is though adjustment screw is completely closed on both sides only way i can get drum on. Summed that up to made in china parts?
