Try pushing your body weight against the tailgate while you try to lower the glass, see if that works. There is a safety switch in the latch that will prevent the glass from moving if the tailgate isn't completely closed, those might fail in time. In any case, with the glass down, you'll be able to open the tailgate and work on whatever the cause of the problem is. Welcome to FTE!
