IPR test - is this valid?

I’ve started testing as per the FSM and found out that I am not getting the required 5 volts at the CPS or anywhere else that I’ve checked.
I moved on to some PCM tests, but require some back probes to complete the steps outlined in the manual.
Ordered some back probes and in the interim I am using a test light to find out which circuits are shorting.
Im sure there are at least two shorts so I am going to continue tomorrow morning.
I’ll post up my progress and will also post the fix once I get there.

This ICP Duty Cycle not changing while starting is a loud clue but me no savvy. PCM will normally increase DC in attempt to start. Any chance you have another PCM to swap in?
Also to confirm; you pulled the WIF/Heater plug from back of fuel bowl, left it off? Fuses related to it good? Cigar lighter works?

No other PCM to swap in. This town is too small to have any spares floating around.
I pulled the heater plug from the fuel bowl and left it off. All fuses are good. Cigarette lighter and power point both work.
