Got to solve the no wait to start and no Glow plug activation. attached is diagram showing power to PCM and GP relay. Look at the right side of the PCM power relay. Should be providing power out to PCM and GP relay and many other items via 361 RD. See if you can locate and verify if getting power on this leg.

also found these which show that the fuel pump relay gets a ground from the PCM so if it is not powered the fuel pump won't get a signal to energize

Just check the GPR. I have power from the battery, and with the key on I have power on both small wires, but no power to the larger wire opposite the one that is constant hot. I’m assuming bad GPR. I wouldn’t think this would cause my fuel pump to not run but maybe. Gonna see if I can source a GPR locally.

Power to both small terminals is normal. PCM supplies a ground to activate relay. Again if PCM is not getting power then it can't work. Please see suggestions above.

I know you said you checked the power points, but I am at a loss too, so just thinking outloud here...
female pins look good. I little dirt around the outside of the connector but the inside looks clean.

Another issue, even if the GPR was bad the OBD2 connectors should still work correct?

this is the weirdest thing. Was running perfect Last weekend, then to a no-start.

I get power at pin 97 with the key on so I’m assuming the relay is working correctly.

The two small lugs on the glow plug relay are just two ends of a long coil inside theat are connected. So seeing power on both small lugs just means the interior portion of the glow plug relay are intact. The PCM provides a ground to the small lugs which causes the relay to pull in and connect the large lugs. If the PCM never provides the ground then the second large lug will never have power because the relay never pulled in.

power to OBII is also power to PCM which controls wait to start. Lots in common, just got to find the source

No power to the fuel pump when check at the pump with multimeter and key one. Checked in and out at power distro box and all is good. Back to the schematics. I assume it runs through the PCM but not sure.
