Technically you can sign all the paperwork you want, you cannot legally be held accountable to buy a vehicle until the VIN number is assigned.
Remember when buying a vehicle you are signing a legal contract when/if financing or buying straight out, the VIN is the most important part of a purchase contract.
We have 12 trucks, awaiting delivery.... Plates were purchased when VIN was finally assigned in March before the shutdown.

OP, push them to call Ford. Then can and will lock it in.
My dealer successfully locked in $3,500 worth of incentives after my order was placed.
