How did you take it off and why
I don't think there is a tool as you don't take the springs off them for any reason.
Best bet is to get another set with the springs still on them.

Replaced hood with one that wasn't bent..springs are still on them, just need tool to wind them so they work...saw something similar that worked on Chevy springs...guy made it out of a compression fitting with a slot cut into it. Looked on the tube for a video on how it is done...no joy...Guy with Bronco has the same problem...

Sorry I cant help as I have never dealt with springs that were off the hinge.
I will have to look over mine to see if there is a way to get them back on that is safe.
The other thing is to get another set from the junk yard.

Will have the same problem... It all starts when the hood lift assists are detached from the hood...

I CALL THAT BS!
I took my hood off my 81 F100 and was off for 4 years almost to the month.
My parts truck had the hood off, PO pulled and sold the motor, hood was in the bed but springs still bolted to the fenders.

When I needed to install a set of springs I picked the best of the 2 sets I had, cant remember what set I used but both were just the same.
I bolted them to the fenders just like the factory did then bolted them to the hood and they keep the hood up.
They did not unwind so I don't know what you got going on but if you find a set in the junk yard open the hood and hold it up.
Unbolt the springs from the hood (2 bolts IIRC) and them undo the (1? bolt) on the fender and pull the assy. out.
Nothing to it.
Some pictures of my hood open and nothing but the spring holding it up.

So I don't know what you are doing but it's not the right way to do it. I also would not even try to "re-spring" that spring to make it tighter just get JY ones.

The springs have stop ears/tabs on them that prevent what would otherwise be a dangerous situation. I agree with Dave - find a good pair and toss the ones you have. A lot of things could go wrong using a homemade tool to try and wind these. Is it worth it?

I have never seen one come apart with out someone forcing it.
Either to make it weaker or in your case make it stronger is taking your life in your hands and I would not try it.
There is a lot of energy stored in it that can hurt you when it gets away from you.

Looks like to me in the picture below, one of the stops is severely bent probably letting the arm go places it shouldn't go.

Good catch I bet because the hood was folding in half someone bent the stop out of the way so the spring could "unwind" some so they could remove the springs to save the hood?
I have never seen springs just falling off with out some lift & death help

The GM type normal looking hood springs are just a bad but if you could expand them so there is space between the coils you can put things between the coils and release the spring and it will stay expanded.
And don't get me started on trunk deck lid rod springs !!!!! You have to be in the trunk with them when trying to set them and no where to run.

So..problem solved...just installed new support assist assembly...hood works fine now..44 bucks the pair at Rock Auto. Oh, a note...the hole where they attach to the inner fender is a bit small...might have to drill it out so it will fit the collar on the bolt where it rotates...not much...just a very little...
