IF you have the meter set correctly and it will not measure Volt or Ohms then you probably have a blown fuse in the meter...
see the 5th Picture on your Amazon link..... IF the fuse on the left side is blown the meter won't Read anything... the large 10A fuse on the right is only for the High Amperage Scale it will not have any effect on the Voltage or Ohms Scale readings.
BTW: for others watching this I ran that Amazon site thru a Fake Review Website and the results were not so good.... Just saying. I'm sure that meter probably works fine but the biggest Issue I see that folks complain about is the 2 screws that hold the cover together... they claim it is big issue... I personally can't say as I don't own any cheap meters.
tail lights get power from Fuse #4 Via the Main Light switch ... the DIR/Stop lights get power from Fuse #5 via the Turn signal switch ...when Hazard Mode is selected then the DIR/Stop lights get power from Fuse #1 ... Regardless of the Hazard Mode selected the Stop Signal Power is always via Fuse #1 ...since the DIR/Stop is the same element of the Bulb when selected for a Turn Signal it is powered from Fuse #5 which you say has no power now.
I think you need to back up and bench test your bulbs in those Pig tails to see just what is going on ... and verify your wiring.
you do I assume realize that the IGN switch needs to be in the Run position for Fuse #5 to get power.
Are they getting ground? And are they wired for the correct polarity? Conventional bulbs will work either way, LEDs only work if power and ground are wired to the correct side/polarity.
I put conventional bulbs back in, and they light up, the blinker indicator is solid on my dash when I use the turn signals, but still no blinking when I try to use them. Only running lights working still.
ok so IF I understand you... when you place the turn signal switch in the RT position then the Right indicator on the dash lights up and the turn signals light up but do not flash.
I edited the diagram I posted for you to show how the RT switch would be set.....
as you can see Power flows thru the switch from Fuse #5 thru the flasher then thru the switch to the RT bulbs and dash indicator... IF they are not flashing then it is Prudent to suspect the Flasher is bad, since when you turn it to Hazard they do flash as you stated earlier.
EDIT: we assume this is now with Incandescent bulbs as they should be drawing enough current to heat the flasher.
well if you unplug the flasher while it is on all the Bulbs go out Right.... if not then there is a wiring error or maybe a short in the DIR/HAZ switch.
