I have the EVTM for this model year. It says that I/P fuse #17 is "not used." I have no idea why a 15A fuse was inserted in that spot.
The dash power port is hot. I'll check the cigar lighter, it needs replacing anyway.
I also need to check all the extra stuff in the back to see if removing #17 had any effect. The only information I can get from Explorer pertains to later models.
Okay, just replaced #23. Cigar lighter is hot, test port works.
All the stuff in the back works, this a puzzlement.
