I have a 1999 F150 Flareside someone recently gave to us, 237k. I’ve replaced the GEM to fix a power window and interior light issue and re-soldered the odometer to get that working. When I put in the new GEM, the airbag light gave me a code 27 which I understand is the passenger airbag bulb. After removing and re-soldering the odometer, the airbag light now just stays on, no flashing. And the passenger airbag light still does not come on.
I tried re-soldering a bulb in the passenger airbag module, no light. I tested for power to the module and that’s affirmative. I ordered a new module from eBay, still no passenger airbag light. My horn works so don’t think it is the clock spring. Fuse 22 on driver side is good.
What should I check next? I have a scan tool that includes airbags but it doesn’t pull a code. A friend said these early trucks only give airbag codes with the flashing light unless you have a Ford specific scan tool? Any suggestions?

Just in case anyone else has had this problem, I found the airbag module which was accessible behind the black plastic cover that joins the loser center dash molding to the transmission channel of the floor board. You will see three green painted screws holding in the airbag module. I replaced it with one I found on Ebay and still nothing. Finally took it to local shop and they were able to test the control module and it was good...found that it was not getting consistent power. They are going to run a new power feed line from the GEM/Fuse Box and it should be good.
