90 e350

Starts if i put gas in throtle body but dies
new fuel pumps will not stay running

Find the test port on the fuel rail and check for fuel pressure.

Yes sir

Yes did that has 40lbs replaced both relays
both wires at injectors have voltage not sure why

You should pull the codes to see if you have any. Also pull the plug off the throttle position sensor and try it. If it thinks the throttle is wide open, and the rpm is below a certain number, it will turn the injectors off. It puts it in a "clear flooded engine" mode. Pull the codes and see if you have a TPS code or any other serious code.

I assumed he was measuring across one of the injectors. If the injector was off, that would be the reading he would get.

Just sitting there that would be normal. They feed voltage to one of the wires to the injectors anytime the key is in run and start. The computer grounds the other wire on the injector to make it fire. If the computer is not grounding the injector to make it fire, the wire that it grounds "floats up" to 12v. What would be interesting to try is putting your testlight on the computer wire and watch it while you crank the engine over. It should blink if the computer is firing the injector.

I don't have a wiring diagram available right now for a 1990 van. But here is a injector diagram for a 1986 truck. I am not sure, but there is a good chance the wires may be the same color. If not, the theme and the way they are wired are very much the same.

In the diagram below you can see all the injectors are fed from 2 groups of red wires, which all come from the same location. This is the hot common wire. You can then see the negatives of the injectors are separate colored wires, and in this case they are grouped in groups of 4. There are two main wires going to the computer, each has 4 injectors. This is called "batch fire" the computer turns the injectors on each revolution, injecting only 1/2 half the fuel. Then the next rev the other 1/2 of the fuel is injected. A vehicle like a mustang would have SEFI or sequential fired fuel injection, with 8 individual wires going from each injector to the computer. I an betting your van is still batch fire.

Are you checking from each injector wire to ground or are you checking across both injector wires at the same time?
Is your test light built with a regular bulb or an LED?
