My 2019 F450 has one, on the driver's side only. I'm planning on a light bar mount that uses the tow hook bolts, and the covers won't work that setup, so I haven't pressed the dealer about the missing cover. I didn't even notice the missing cover for about a week.....

My 2018 F-350 XLT premium didn’t come with them either. It bugged me that my Buddies 2017 F250 XLT with value package had them. I purchased a set from Tasca.

My 2019 F350 Platinum has them. I also checked out some 2019 F350 Lariats at a local dealer, and they all had them, however the XLT trucks did not. Seems like hit and miss for some people, or someone decided they needed them more. I would not be surprised as well that they were standard in the past on all trim levels, but some bean counter decided to remove them, just like the 2.5 inch to 2 inch adapters.

Mine came with them; had to take them off to mount my Ranch Hand Grille guard.

19 Lariat Value came with. Came off the line in May.
I also plan the light bar. But I saw one I liked on here and the guy said he had to trim the cover but he still used it.
